NEW ORGANIZATIONAL STRUCTURE
Clear Lake United Methodist Church
(Proposed in November 2007 and approved by Administrative Board)
PROPOSAL
- Adopt a new church structure utilizing the “Church Council” format as outlined in the Book of Discipline found in paragraph 252, p. 160.
- Eliminate the Administrative Board and Council on Ministries
- Organize new “Areas of Mission and Ministry” to replace former “Purpose Teams”
The intent of this purposed new organizational structure:
- To facilitate more effective planning and implementation of all ministries of Clear Lake United Methodist Church through
- Greater communication and coordination of all ministry areas in regularly scheduled Church Council meetings
- Greater involvement and leadership among laity
- Redirecting Staff persons as resources for ministry that empower the Laity
- Aligning ministries consistent with specific ministry areas, and departmentalizing Church structure for more cohesive coordination through a unified Church Council
- To align ministry areas and Council membership with the Book of Discipline
COUNCIL MEMBERSHIP
The chairpersons of each of the new Areas of Ministry shall be members of the Church Council along with the chairpersons of the four administrative resource areas and designated “At Large Members” representing specific ministries as outlined by the Book of Discipline.

ORGANIZATIONAL AND MINISTRY DETAILS
The Church Council
The Church Council shall be amenable to and function as the administrative agency of the charge conference.
The Council shall oversee the planning, implementation, evaluation and resourcing of all ministries of congregational life.
The Council shall insure that the Vision and Mission of Clear Lake United Methodist Church is fulfilled through the establishment of specific goals, coordination of all ministries, and effective communications among all of its members.
The Council shall meet monthly unless otherwise directed by council vote.

Areas of Mission and Ministry
Specific areas of mission and ministry are authorized by the Church Council to envision, plan, implement, and evaluate all ministries related to their general area. They shall meet regularly to coordinate the work of various “Teams for Ministry” within their areas of responsibility. In most cases, a specific clergyperson and various staff members such as directors and administrative assistants shall serve as ex-officio members of each Area.
When possible, they shall meet monthly in advance of the Church Council’s regularly scheduled meeting.
EVANGELISM
The Evangelism area of ministry shall give attention to all evangelistic areas of the Church in order to connect persons by Grace through faith in Jesus Christ, and connecting each person to the Church in order to grow in their faith and discipleship.

Its areas of responsibility will include age level ministries of Sunday school and program, small group ministries, short and long term biblical studies and other areas of Spiritual formation as they determine helpful for the fulfillment of their mission.

COMMITTEE ON LAY LEADERSHIP
There shall be a Committee on Lay Leadership whose duties and responsibilities will be consistent with paragraph 259.1 of the Book of Discipline. In addition to those specific directives, the Lay Leader will work with the Senior Pastor, Pastor of Evangelism and Lay Ministry, and the Church Life Coordinator as an ex-officio member of this committee and the committee on stewardship in helping persons utilize all their gifts of Prayer, presence, gifts and service with congregational life.
The Lay Leader will represent Lay Ministries on the Church Council.
