Tony Vinson, Senior Pastor Janis Howell, Executive Administrative Assistant   NEW ORGANIZATIONAL STRUCTURE Clear Lake United Methodist Church (Proposed in November 2007 and approved by Administrative Board) PROPOSAL Adopt a new church structure utilizing the “Church Council” format as outlined in the Book of Discipline found in paragraph 252, p. 160. Eliminate the Administrative Board and Council on Ministries Organize new “Areas of Mission and Ministry” to replace former “Purpose Teams” The intent of this purposed new organizational structure: To facilitate more effective planning and implementation of all ministries of Clear Lake United Methodist Church through Greater communication and coordination of all ministry areas in regularly scheduled Church Council meetings Greater involvement and leadership among laity Redirecting Staff persons as resources for ministry that empower the Laity Aligning ministries consistent with specific ministry areas, and departmentalizing Church structure for more cohesive coordination through a unified Church Council To align ministry areas and Council membership with the Book of Discipline COUNCIL MEMBERSHIP The chairpersons of each of the new Areas of Ministry shall be members of the Church Council along with the chairpersons of the four administrative resource areas and designated “At Large Members” representing specific ministries as outlined by the Book of Discipline. President One Designated Delegate to the Annual Conference EX-OFFICIO The Senior Pastor Church Business Administrator (In place of the Church Treasurer) The Director of Communication Ministry The Executive Administrative Assistant *The Lay Leader shall serve as “Vice-Chairperson” of the Church Council and shall serve as an Ex-officio member of the Committee on Lay Ministry (Leadership).  ORGANIZATIONAL AND MINISTRY DETAILS The Church Council The Church Council shall be amenable to and function as the administrative agency of the charge conference. The Council shall oversee the planning, implementation, evaluation and resourcing of all ministries of congregational life. The Council shall insure that the Vision and Mission of Clear Lake United Methodist Church is fulfilled through the establishment of specific goals, coordination of all ministries, and effective communications among all of its members. The Council shall meet monthly unless otherwise directed by council vote. Primary staff resources to the Church Council are: The Senior Pastor Church Business Administrator (In place of the Church Treasurer) The Director of Communication Ministry The Executive Administrative Assistant Areas of Mission and Ministry Specific areas of mission and ministry are authorized by the Church Council to envision, plan, implement, and evaluate all ministries related to their general area. They shall meet regularly to coordinate the work of various “Teams for Ministry” within their areas of responsibility. In most cases, a specific clergyperson and various staff members such as directors and administrative assistants shall serve as ex-officio members of each Area. When possible, they shall meet monthly in advance of the Church Council’s regularly scheduled meeting. EVANGELISM The Evangelism area of ministry shall give attention to all evangelistic areas of the Church in order to connect persons by Grace through faith in Jesus Christ, and connecting each person to the Church in order to grow in their faith and discipleship. Its various Teams for Ministry may include but not be limited to; Areas of Evangelism Greeter Faith Sharing Alpha Class Revivals or similar public events Visitor Welcome Teams Parking Lot Ministry Story Tellers at Walk Through Bethlehem Areas of Membership New Member Classes Baptism Classes Membership administrative tasks such as Certificates of Transfers, Confirmation, and Baptisms, and updating member mailing lists Spiritual Gifts classes (God’s Design For You) Primary staff resources to the area are: Pastor of Evangelism and Lay Ministry Membership & other pertinent administrative assistants Church Life Coordinator CHRISTIAN FORMATION The Christian Formation area of ministry shall give attention to areas of congregational ministry that enable persons to be “ Nurtured in the Christian Faith”. Its areas of responsibility will include age level ministries of Sunday school and program, small group ministries, short and long term biblical studies and other areas of Spiritual formation as they determine helpful for the fulfillment of their mission. Its various Teams for Ministry may include but not be limited to; Adult Ministry Adult Sunday school Life Together Groups Singles Ministry Young Adult Ministry College & Career Ministry Disciple and other Bible Studies Older Adult Ministry Men’s Ministry Emmaus Youth Ministry YouthSunday school Confirmation Youth Group Youth Leadership Development High Adventure with Harold UM Army/Basic Training Children’s Ministry Children’s Sunday school VBS (Day and Night) Nursery and pre-school ministry Scouting Ministry “Good News Clubs” EggStravaganza “Live Wires” sixth grade ministry Trunk or Treat Puppet Ministry Church Library Primary staff resources to the area are: Pastor of Christian Formation and Contemporary Worship Pastor of Singles Ministry and Contemporary Worship Leader Director of Children’s Ministry Director of Youth Ministry Church Librarian Their administrative assistants OUTREACH The outreach area of ministry shall give attention to reaching outside our local church to minister to persons locally and globally in the name of Christ. Its areas of responsibility include both local missions, and global ministries. It may also include ministries of compassion, justice, religion and race, Christian unity and interreligious concerns, and status and role of women. Its various Teams for Ministry may include but not be limited to; Local Mission and Ministries Interfaith Caring Ministry Medical Bridges Mentoring Troubled Youth Habitat for Humanity Nursing Home Ministry Prison Ministry Mission Milby Christian Outreach Alliance The Incarcerated - Worship Crossroads Homeless Computer literacy classes The Released – Indigent supplies Helping Hands After-school tutoring programs The Family – Angel Tree Technology for all Apartment Summer Camp Emergency assistance High School Diploma program Christian Alliance Meals on Wheels Global Missions National and International Mission trips Interpretation & Promotion of United Methodist Global Ministries & United Methodist Women Primary staff resources to the area are: Pastor of Congregational Care and Outreach Ministry Director of Outreach and Christian Fellowship Their administrative assistants CONGREGATIONAL CARE The congregational care area of ministry is set aside for ministries of care and compassion for members within our congregation and persons within the local community needing the ministries we provide. Its various Teams for Ministry may include but not be limited to; Stephen Ministry Neighborhood Caring ministry Grief Share Bereavement Ministry (meals/receptions for Funeral/Memorial services) Divorce Care “HosPals” Prayer ministry C.A.R.E.S. ministry Health Ministry Pastoral Care and Counseling Transportation Ministry Primary staff resources to the area are: Pastor of Congregational Care and Outreach Ministry Her/His administrative assistant TRADITIONAL WORSHIP The traditional worship area of ministry will be the primary support, planning and implementation team for traditional worship opportunities usually provided in the Sanctuary. Its various Teams for Ministry may include but not be limited to; Altar Guild Communion stewards Pew Stewards Ushers Music Ministry/Fine Arts Choir Council Creative Traditional worship planning team Sound & Lighting tech teams Wedding Coordinator Primary staff resources to the area are: Senior Pastor Director of Music Ministry and Fine Arts Organist and Music Associate Their administrative staff CONTEMPORARY WORSHIP The contemporary worship area of ministry will be the primary support; planning and implementation team for contemporary worship opportunities usually provided in the Great Hall and/or designated new worship space. Its various Teams for Ministry may include but not be limited to; Communion support team Ushers Creative Contemporary worship planning team Sound & Lighting tech teams Praise Band Media Shout Team Wedding Coordinator (In contemporary worship spaces) Primary staff resources to the area are: Pastor of Christian Formation and contemporary preaching Pastor of Singles ministry and contemporary worship leader Their administrative assistant CHRISTIAN FELLOWSHIP The Christian Fellowship area of ministry will provide planning, implementation of ministries of fellowship, education, and recreation for all ages. Its various Teams for Ministry may include but not be limited to; Wednesday night dinners All Church Retreats Church-Wide Fellowship Meals Church-Wide programs Rodeo Dance Walk Through Bethlehem Pumpkin Patch Supper Club Couples Again Primary staff resources to the area are: Director of Outreach and Christian Fellowship Her/His administrative assistant COMMITTEE ON LAY LEADERSHIP There shall be a Committee on Lay Leadership whose duties and responsibilities will be consistent with paragraph 259.1 of the Book of Discipline. In addition to those specific directives, the Lay Leader will work with the Senior Pastor, Pastor of Evangelism and Lay Ministry, and the Church Life Coordinator as an ex-officio member of this committee and the committee on stewardship in helping persons utilize all their gifts of Prayer, presence, gifts and service with congregational life. The Lay Leader will represent Lay Ministries on the Church Council. Primary staff resources to the area are: Senior Pastor Pastor of Evangelism and Lay Ministry Their administrative assistants COMMUNICATION MINISTRY (New) A committee on communications will be formed whose duties will include support and implementation of communication needs of the congregation under the direct supervision of the Director of Communication Ministry. Its various Teams for Ministry may include but not be limited to; Multi-Media/Graphic design Print Web Design and Management Advertisement Audio visual support teams Calendar/event coordination Information technology Email communications Primary staff resources to the area are: Senior Pastor Director of Communication Ministry Newspaper Editor & Assistant to Communication Ministry Church Life Coordinator STAFF-PARISH RELATIONS There shall be a committee on Staff Parish Relations whose primary responsibilities will be consistent with paragraph 229.2 of the Book of Discipline.
